Saudi Arabia has introduced new limits on the number of work visas newly established businesses can obtain, creating a clearer distinction between younger companies and more established employers hiring foreign workers.

Under the revised framework, businesses that have been operating for less than two years can obtain up to five work visas, while companies that have operated for more than two years can obtain up to 50 visas.

The changes could have a direct impact on foreign workers seeking employment in Saudi Arabia, particularly those relying on recently established companies to sponsor their work visas.

What the new visa limits mean

The revised framework ties a company’s access to work visas more closely to how long it has been operating.

Businesses operating for less than two years can now obtain up to five work visas. Companies that have been operating for more than two years can access up to 50 visas, either through a single application or multiple applications submitted within the same week.

This represents a significant shift from the previous framework, which did not impose specific visa caps based on the age of a business.

The distinction means that a newly established company with plans to rapidly expand its workforce may have fewer opportunities to recruit workers from outside Saudi Arabia during its early years.

Established businesses, meanwhile, will have significantly greater capacity to bring in foreign employees.

Establishing Programme businesses face separate rules

Businesses participating in Saudi Arabia’s Establishing Programme will operate under a different quota structure.

These companies begin with a quota of two work visas. Their quota can increase as they progress through the programme and achieve a higher Nitaqat classification.
