FG Spends ₦6.47tn on Infrastructure

The Federal Government spent ₦6.47 trillion on strategic infrastructure between June 2023 and December 2025, with major highway projects accounting for more than half of the expenditure, according to the Nigeria Reform Scorecard.

The Lagos-Calabar Coastal Highway received the largest allocation at ₦2.23tn, followed by the Sokoto-Badagry Superhighway at ₦1.11tn and the Trans-Sahara Superhighway at ₦489.3bn. Together, the three projects consumed ₦3.83tn, or nearly 60% of total infrastructure spending.

Finance Minister and Coordinating Minister of the Economy, Taiwo Oyedele, explained that subsidy removal and FX unification mobilised ₦15.8tn in additional resources.

“The subsidy savings showed up in the Federation accounts by way of higher revenue collections as a result of the reforms,” he said.

Other major allocations included ₦366bn for road emergency interventions, ₦304.2bn for the Abuja-Kaduna-Kano Road (Section II), ₦291.3bn for the Lekki Deep Sea Port Access Road, ₦250bn for the Renewed Hope Smallholder Support programme, and ₦228.4bn for the Ilesha-Akure-Benin road.

The scorecard also listed ₦124.7bn for 1,550 housing units for Armed Forces personnel and ₦109.9bn for Operation Lake Sanity, a multinational security operation. The Ministry of Finance said the interventions aimed to address long-standing constraints to investment and growth.

Despite the ₦6.47tn infrastructure spend, wage adjustments and FX-related debt service consumed far more—₦9.39tn and ₦9.37tn respectively—together representing 61.2% of the ₦30.64tn incremental expenditure during the period. Incremental borrowing stood at ₦11.85tn.
